Shanghai University Offers Chinese Government Scholarships for International Students

Shanghai Municipal Education Commission has founded the “Shanghai Government Scholarship for International Students” to fund excellent international students to pursue bachelor’s degree or above at higher educational institutions in Shanghai.

Eligibility and scholarship type vary by applicant category: Class A supports excellent international students pursuing master’s or doctoral degrees at HEIs in Shanghai; Class B supports excellent international students pursuing degrees at HEIs in Shanghai; Class C supports excellent international students undertaking long-term study at HEIs in Shanghai.

For all classes, the committee in relevant HEIs assesses all applications. Results are forwarded to applicants in written form. Applicants apply directly to HEIs in Shanghai.

For Class A, support values include tuition, a living allowance by degree level, basic accommodation, and major disease and accident insurance. Applicants can apply continuously if they meet eligibility. For Class B, values include tuition (variable by HEI and major), a registration fee, and basic book expense. For Class C, the award is a one-off amount for the academic year.

• Applicants must be non-Chinese citizens.
• Applicants must be in good health (Class A and Class C).
• Applicants must have good academic performance (Class A, Class B, and Class C).
• Applicants for doctoral degree programs (Class A and Class B) must have a master’s degree and be under the age of 40.
• Applicants for master’s degree programs (Class A and Class B) must have a bachelor’s degree and be under the age of 35.
• Applicants for undergraduate program (Class B) must have a senior high school diploma and be under the age of 25.
• Applicants should not be awardees of other Chinese government scholarships at the same time (Class A and Class B).
• Class C applicants must be studying at HEIs in Shanghai and must not be awardees of other Chinese government scholarships at the same time.
• Class C applicants must comply with laws and regulations in China, comply with the rules and disciplines in the host HEIs, and respect the teaching arrangements of the host HEIs.
• Class C applicants must have clear academic goals, work hard, and obtain a good academic record.
• Class C applicants must be actively involved in various community activities and social practices in their host universities and in the Shanghai area.
• Class C applicants are described as excellent international students undertaking long-term study at HEIs in Shanghai.

• Class A: Tuition (tuition fees might be different based on HEIs and majors; applicants must read the HEIs prospectus for the specific value).
• Class A: Living allowance — Master student: 1,100 yuan per month.
• Class A: Living allowance — Doctoral student: 1,400 yuan per month.
• Class A: Basic accommodation.
• Class A: Major disease and accident insurance.
• Class B: Tuition in the academic year (tuition fees might be different based on HEIs and majors; applicants must read the HEIs prospectus for the specific value).
• Class B: Registration fee.
• Class B: Basic book expense.
• Class C: One-off award for the academic year — 4,000 to 8,000 Yuan.

1. Apply directly to the relevant HEI in Shanghai.
2. Submit an application once an academic year.
3. Class A and Class B: Apply continuously if eligibility requirements are met.
4. Class A and Class B: Applications are accepted from January; for specific application deadlines, consult the relevant HEIs.
5. Class C: Applications are accepted from December; for specific application deadlines, consult the relevant HEIs.

• Class A: Two letters of recommendation in Chinese or English from professors or associate professors in the HEIs applicants graduated from.
• Class A (music and art): Applicants’ own works according to specific requirements from the HEIs.
• Class A: Application documents will not be returned.
• Class B: Class B scholarship application form (duplicated in Chinese or English).
• Class B: Highest diploma (notarized photocopy), and proof of student status if applicants are in universities; with notarized translations in Chinese or English if not in Chinese or English.
• Class B: Academic transcripts, with notarized translations in Chinese or English if not in Chinese or English.
• Class B (master’s or doctoral): A study or research plan in Chinese or in English (1,000 words or above).
