Heinrich Böll Foundation Germany Green Foreign Policy Fellowship

The Heinrich Böll Foundation’s Green Foreign Policy Fellowship aims to support scholars, practitioners and experts to advance discussions on green foreign and security policy, with a focus on how to advance a green foreign and security policy and explore reference points found through prior work. The fellowship includes participant travel and accommodation costs to attend relevant events.

The fellowship targets emerging thinkers and experienced profiles in foreign and security policy with an interest in working with a progressive lens across issues including human rights and military intervention, feminist foreign policy and human security, climate diplomacy, game theory in international cooperation and good faith, responsibility to protect, and decolonial approaches to trade and resources. Candidates may be from all continents and may come from academia or think tanks, or from elected or policy-advisory roles at national or international level.

Selection is based on the submitted application materials, and short-listed candidates may be invited to a short online interview in June. The programme expects selected fellows to provide an analytical strategy, produce most material during the first semester, and then emphasize presentation of work, exchange and networking during the second semester. Short progress reports are required monthly.

Support includes a stipend of 6.000,00 euros (brutto) in instalments during the first semester, and coverage of travel costs to the extent possible within the fellowship’s auspices. If needed, the Foundation supports visa application processing by providing an official letter of invitation, while not guaranteeing visas are processed in time. After completion, participants are awarded the title of Green Foreign Policy Scholar and become part of the Heinrich Böll Foundation Thessaloniki Alumni Network.

• Candidates must be emerging or experienced thinkers in the fields of foreign and security policy.
• Candidates must have an interest to work with a progressive lens on a range of issues.
• English fluency is required.
• Regional background: candidates from all continents are sought.
• The fellowship encourages young graduates with a bachelor degree in international relations or political science to apply.
• More experienced profiles are also welcome, including practitioners, prospective or current PhD students, and PhD holders in pertinent fields.
• Applicants are asked to be actively engaged in outlining the green foreign and security policy narrative in at least one of the following ways: as students, researchers and thinkers in academia or think tanks (for example, critically reviewing green foreign policy principles through International Relations theory); or as elected officials, policy advisors or other foreign & security policy professionals at national or international level (for example, implementing and adapting the green foreign & security policy and narrative, feminist foreign policy, the Women, Peace & Security agenda).
• Early Birds’ applications dated up to the 15th of May will be prioritised in the selection procedure.
• Copies of certificates mentioned in the application may be requested.
• Applications not in line with the instructions given will not be considered.

• Visibility & dissemination: selected fellows promoted on social media and other media channels to create a visible online presence around their aims.
• Alumni network: upon completion, participants receive the title of Green Foreign Policy Scholar and join the Heinrich Böll Foundation Thessaloniki Alumni Network.

2. Prepare an application consisting of a Curriculum Vitae (Europass format, not exceeding 3 pages when prioritising) plus a motivation letter (max 300 words) and a concept note (no more than 2 pages).
