Singapore MOE Pre-University Scholarship

The Singapore Ministry of Education (MOE) offers the MOE Pre-University Scholarship to top Pre-University 1 students with outstanding academic results and strong performance in co-curricular and other activities. It is awarded for 2 years and covers an annual allowance of $750 and school fees based on Singapore Citizen’s rates, after subsidies, subject to an annual cap of $2,400.

The scholarship is for Singapore Citizens, or non-Citizens with at least 1 parent who is a Singapore Citizen. Applicants must have consistently strong school performance and achieve an aggregate score of 8 points or less in their GCE O-Level examinations for English and Higher Mother Tongue, or Mother Tongue and 5 relevant subjects as specified in the Pre-University admission criteria, or an equivalent based on the school’s internal assessment.

Selection includes an interview. Integrated Programme students are nominated by their school for a scholarship selection interview that commences in February. Students not in the Integrated Programme are invited for an interview based on their GCE O-Level examination results, with interviews commencing in late April - May. Results are announced to successful candidates in August.

Support lasts for 2 years. It remains available as long as the student meets the renewal criteria. Recipients must also not be concurrent recipients of any other MOE scholarships, except the Edusave Scholarships for Independent Schools (ESIS).

• Citizenship: Singapore Citizens, or non-Citizens with at least 1 parent who is a Singapore Citizen.
• Level: Pre-University 1 students.
• Academic performance: Consistently well in school.
• O-Level results requirement: Aggregate score of 8 points or less (without bonus points deduction) in their GCE O-Level examinations for English and Higher Mother Tongue, or Mother Tongue and 5 relevant subjects as in the Pre-University admission criteria, or equivalent based on the school’s internal assessment.
• Co-curricular: Good co-curricular activities record.
• Conduct: Good conduct record.
• Additional requirement: Must not be concurrent recipients of any other MOE scholarships except the Edusave Scholarships for Independent Schools (ESIS).

• Annual allowance: $750 (for each year of the award).
• School fees: Covered based on Singapore Citizen’s rates less any subsidies, subject to an annual cap of $2,400.
• Duration: 2 years, subject to meeting renewal criteria.

1. Determine your applicant category: Integrated Programme (IP) students or all other students.
2. IP students: Submit an application for the 2027 cycle; application starts in mid-October 2026.
3. All other students: Submit an application for the 2027 cycle; application starts in January 2027.
4. Interview selection: If you are in the Integrated Programme, your school nominates you for the scholarship selection interview that commences in February. If you are not in the Integrated Programme, you are invited for the scholarship selection interview based on your GCE O-Level examination results; interviews commence in late April - May.
5. Wait for results: Successful candidates are notified in August.
