Emile-Boutmy Scholarship in France for Non EU Students

Sciences Po created the Émile Boutmy scholarship, named after the founder of Sciences Po, to welcome the very best international students from outside the European Union. The fund benefits from support from sponsors (benefactors, companies, and foundations) who allow the most deserving international students to study at Sciences Po. It supports the Émile Boutmy excellence scholarship.

Eligibility covers first time applicants to Sciences Po from a non-European Union state who have been admitted to the Undergraduate or Master’s programme. The scholarship is linked to the programme of study at the time of admission. It is not available for several specific categories, including Swiss and Norwegian applicants and certain dual-degree, exchange, deferral, and Ph.D. applicants.

Selection is based on merit and on the type of profile sought for the programme. The allocation of the scholarship is intrinsically linked to the admissions process, and the criteria for excellence are evaluated as part of the application review. The Admissions Department is responsible for awarding Émile Boutmy scholarships, and a scholarship request is considered only if the applicant is admitted to an eligible programme.

For undergraduate first-year entrants, the scholarship entitles the student to either a total exemption or an exemption of €9,500 from tuition fees, and during the year abroad (third year) recipients retain their tuition fee grant. If the student does not validate the academic year or defers admission, the scholarship is lost. For Master’s first-year entrants, it provides a €18,500 exemption from tuition fees for each of the two Master’s years. It is automatically renewed if the student continues graduate studies at Sciences Po.

• Must be a first time applicant to Sciences Po.
• Must be from a non-European Union state.
• Must have a household that does not file taxes within the European Union.
• Must have been admitted to the Undergraduate or Master’s programme.
• Swiss and Norwegian applicants are not eligible (as they may be entitled to CROUS scholarships).
• Applicants with dual citizenship are not eligible if one of them is an EU citizenship.
• Applicants from Quebec for the Master’s degree are not eligible (as they may take advantage of sliding scale fees same as European applicants).
• Applicants from Quebec for the Bachelor’s degree are eligible.
• Applicants for the Joint Master's in Journalism and International Affairs and for the Master's in journalism are not eligible.
• Master’s level dual-degree candidates are not eligible unless applying for: the dual degree in Journalism Sciences Po/Columbia University; the dual degree Sciences Po/Fudan University with the concentration Europe-Asia in Global Affairs (only applicants with Chinese nationality); the dual degree Sciences Po/Peking University (only applicants with Chinese nationality).
• Ph.D. programme students are not eligible (thesis).
• Candidates for the 1 year Master’s programmes are not eligible.
• Bachelor dual degree candidates are not eligible (unless as part of a specific agreement).
• Exchange students are not eligible.
• Candidates applying via the French graduate admission procedure are not eligible.
• The scholarship may not be combined with any other scholarship awarded by Sciences Po and its partners.
• If the application is not complete, the file will not be taken into account.
• No application request is accepted after the applicable deadline.
• Undergraduate College and Master’s level candidates must not be on deferral; requesting deferral results in loss of the scholarship if it was awarded upon admission.
• It is not possible to apply for, nor reapply for, the scholarship in the following year after deferral.
• Students are not able to apply for the scholarship after their admission to Sciences Po or during their studies at Sciences Po; students are responsible for finding another source of funding if they are not awarded the scholarship.
• Registered Sciences Po students at undergraduate or graduate level are not eligible to apply.
• If already refused the Émile Boutmy scholarship, it is not possible to apply again within the same admission process.
• If granted a scholarship and deciding to defer admission, the scholarship is lost.
• If the student does not validate the academic year, the scholarship will be lost.
• Students who enrol in a dual degree programme directly in the third year lose their Boutmy scholarship.

• Tuition fees: either a total exemption or an exemption of €9,500 from tuition fees for the undergraduate programme (for students arriving for their first year of studies).
• Tuition fees (undergraduate): scholarship recipients retain their tuition fee grant during the year abroad (third year of the undergraduate programme).
• Tuition fees (Master’s): an exemption of €18,500 from tuition fees for each of the two years of the Master’s programme.
• Amount determination: for students already enrolled, the amount awarded is determined at the time of admission; it may be adjusted each year in line with tuition fee increases, where applicable.
• Renewal: the scholarship is automatically renewed for students who continue their graduate studies at Sciences Po at Master’s level.
• Combination with other scholarships: may be combined with external scholarships (Eiffel, AEFE, French government scholarships, etc.).
• Combination restriction: may not be combined with any other scholarship awarded by Sciences Po and its partners.

1. Apply for an eligible Sciences Po Bachelor or Master programme and be admitted first; the Émile Boutmy scholarship is not automatically awarded.
2. Undergraduate College, first time applicants: submit the application through Sciences Po’s online application platform and indicate that you are applying for the Émile Boutmy scholarship in the “Financial information” section of the application.
3. Applicants from foreign secondary schools (Undergraduate College): indicate application to the Émile Boutmy scholarship in the “Financial information” section of the Sciences Po application.
4. Applicants from French secondary schools (Undergraduate College): contact the Admission Office by completing the online form once the application has been validated on Parcoursup.
5. Master’s level, first time applicants: indicate that you are applying for the Émile Boutmy scholarship in the “Financial information” section of the Sciences Po application.
6. Master’s level applicants: attach, if applicable, language test materials (language test results must be provided by the scholarship application deadline).
7. Candidates currently in deferral: requesting a deferral of enrollment results in loss of the scholarship if it was awarded upon admission; it is not possible to apply for, nor reapply for the scholarship in the following year after deferral.
8. If applying from deferral situations before the application deadline: apply by email to [email protected] only if you match one of the described situations (you did not apply to this scholarship in your application form; you had applied and obtained this scholarship last year but lost it due to your deferral).
9. Ensure your file is complete and that your request is received before the applicable deadline; only complete files are considered.
