Established in 1978 by a bequest from the late Leo Howard, Ph.D. A.N.U., BSc, Senior Lecturer in Mathematics at The University of Queensland and funds raised by his friends to augment his bequest for the purpose of creating a suitable memorial to him.

Rules:

  1. A bursary shall be awarded by Senate on the recommendation of the Associate Dean (Academic),
Faculty of Engineering, Architecture and Information Technology to students who have completed
the first 2 semesters of an Approved Program that includes the Bachelor of Engineering (Honours) or
the integrated Bachelor of Engineering (Honours)/Master of Engineering, or a dual program that
includes the Bachelor of Engineering (Honours) at The University of Queensland.
  2. In making its recommendation the Associate Dean (Academic) shall consider factors other than
academic ability (such as the financial need of the student and whether the student has other
awards) but will require that the candidate has demonstrated considerable academic ability.
  3. The Associate Dean (Academic) shall in each year recommend the value and number of bursaries to
    be awarded.
  4. In the first instance income of the fund shall be used for the payment of the bursaries, but if income
in any year is insufficient for that purpose capital may be used. Payment for the bursary shall be
made in equal amounts at the beginning of the third and fourth semesters of the student’s program
    respectively.
  5. If the Associate Dean (Academic) shall be of opinion that the recipient of the award has not worked
diligently in the first semester following the award and that failure to do so was not occasioned by
illness or other circumstances beyond the control of the candidate, the payment for the succeeding
    a semester shall be withheld.
