  1. Australian or New Zealand citizen (or dual citizen): If you hold citizenship in Australia or New Zealand, or if you hold dual citizenship with either of these countries, you are not considered an international student. International students are typically those who are citizens of other countries and come to Australia for educational purposes.
  2. Australian permanent resident: Individuals who have been granted permanent residency status in Australia are not classified as international students. Permanent residents have the right to live and work in Australia indefinitely, and they are entitled to many of the same benefits and privileges as Australian citizens.
  3. Australian permanent humanitarian visa holder: This refers to individuals who have been granted humanitarian visas to live in Australia permanently due to humanitarian reasons. Such individuals are not considered international students because they have been given permanent residency status in Australia based on humanitarian grounds.
  4. Pacific Engagement visa holder: This category includes individuals who hold a Pacific Engagement visa, which is a visa type aimed at facilitating travel and engagement between Australia and countries in the Pacific region.
