Eligibility

You must meet the eligibility requirements for the specific Bachelor’s or Master’s programme you are applying to.
For Bachelor’s programmes, eligibility depends on the application period and the qualification you have completed or are completing.
For the Bachelor’s programme in International Business Management under rolling admission, you must have one of the listed qualifications or be completing it in spring or summer 2027: a qualification completed outside Finland that gives eligibility for equivalent higher education in the country where it was awarded, the Finnish matriculation examination, an International Baccalaureate Diploma, a European Baccalaureate Diploma, a Reifeprüfung/Deutsches Internationales Abitur Diploma, a Cambridge Advanced International Certificate of Education, or a Vocational Upper Secondary Qualification, Further Vocational Qualification or Specialist Vocational Qualification under the Vocational Education and Training Act.
For Bachelor’s programmes in the January joint application, you must have one of the listed qualifications or be completing it in spring or summer 2027: a foreign qualification that gives eligibility for higher education studies in the country where it was awarded, an IB Diploma, an EB Diploma, the Finnish matriculation examination, a vocational upper secondary qualification, further vocational qualification or specialist vocational qualification under the Vocational Education and Training Act, a Reifeprüfung or Deutsches Internationales Abitur Diploma, a Cambridge Advanced International Certificate of Education, a Finnish or foreign higher education degree such as a Bachelor’s, Master’s, Licentiate or PhD degree, or a study right for a university degree in Finland.
For Master’s programmes, you must have completed a first academic degree, normally a Bachelor’s degree or equivalent, at an institution of higher education.
Your previous degree must be awarded by an institution accredited by the highest national authority responsible for education in the country of education and legally authorised to award degrees.
Your previous degree must be equivalent to at least three years of full-time studies, or 180 ECTS.
Your previous degree must give you eligibility for Master’s studies in your country of education.
You must meet the University of Oulu English language requirements for the level of study you are applying to.
If you already have a study right at the University of Oulu or have graduated from the University of Oulu with a degree of equivalent content, you will not be granted a new study right.
If you have missed the registration period for the academic year, you must apply for re-registration instead of a new study right through student admissions.
If your study right is expiring, you must apply for an extension of your study right.
If your study right has been deactivated, you must apply for reactivation instead of a new study right through student admissions.
Applicants with refugee status, or a position equivalent to refugee status, may be invited to an entrance exam if they cannot prove their degree with documents.
Applicants with refugee status must have an official decision stating refugee status, such as an asylum decision or a residence permit based on protection.
Applicants with refugee status must submit a copy of the official decision to the admissions services of all universities of application destinations within the stated deadline.
Applicants with refugee status must prove their language skills as required by the university.
The application is considered by the Selection Committee only if the previous education meets the eligibility requirements and the language proficiency meets the language requirements.

Documents required

For applicants completing their qualification in spring or summer 2027, the most recent transcript of records.
For applicants with refugee status who cannot prove their degree with documents, a copy of the official decision stating refugee status, such as an asylum decision or a residence permit based on protection.
