Tuition Fees and Scholarships For International Applicants

University of Oulu sets tuition fees for non-EU/EEA students in English-taught Bachelor's and Master's degree programmes, with exemptions for students who meet specific residence or citizenship conditions. The tuition fee covers tuition only; students must finance living costs themselves.

For new students, University of Oulu states that there are no first-year scholarships for Bachelor's or Master's studies. First-year students may only receive an Early Bird discount if they pay within three weeks of the admission results being published. From the second year onward, the university offers tuition fee waivers for continuing students, based on completed credits and approved study progress.

The University of Oulu Tuition Fee Waivers are awarded on the basis of academic progress. For continuing Bachelor's students, the waiver requires at least 60 ECTS credits in line with the approved personal study plan, including mandatory Finnish language studies of 5 ECTS credits. For continuing Master's students, the same 60 ECTS credit requirement applies, including mandatory Finnish language studies of 5 ECTS credits. The Nokia Scholarship is decided by Nokia, and applicants may be interviewed if needed; selections are based on academic evaluation, especially in System-on-Chip and Radio Frequency related studies, and on interest in related MSc studies and career path.

The Nokia Scholarship is paid in one instalment during the autumn semester to a Finnish bank account after the recipient meets all conditions. It cannot be moved to another year. If a recipient does not meet the stated conditions, the scholarship can be withdrawn and given to the next applicant on the waiting list.

• For studies beginning in autumn intake, the document that exempts the student from tuition fees must be valid when studies begin and must be shown to Faculty Study Services by the Autumn registration deadline

1. Apply to the University of Oulu degree programme through the Studyinfo portal.
2. For the Nokia Scholarship, submit the scholarship application in the same online application used for the degree programme in the Studyinfo portal.
3. If needed, take part in an interview for the Nokia Scholarship.
4. If awarded the Nokia Scholarship, accept the scholarship by the stated deadline.
5. If awarded the Nokia Scholarship, accept the student place in Studyinfo by the stated deadline.
6. If liable for tuition fees, pay the tuition fee by the stated deadline.
7. Register as present by the registration deadline and start studies according to University of Oulu instructions.
8. For continuing-student tuition fee waivers, meet the credit and study-plan conditions in the preceding year or first year of studies.
