Bachelors in Law Programs in Germany: Top 16

German legal education is the odd one out in Europe, and the sixteen programmes below only make sense once you know why: the degree that qualifies you to be a lawyer, a judge or a prosecutor in Germany is not a bachelor's degree at all. It ends in a state examination. Everything else on this page is an LL.B., which is a different qualification for a different kind of work.

How this list is ordered: Ordered by each university's QS World University Rankings position where it has one, then by research citations recorded by OpenAlex; one programme per university, and universities with neither measure are left out.

16 Bachelor of Laws

Deutsch-Ordens Fachhochschule Riedlingen, Hochschule für Wirtschaft

  • DeliveryOn campus
  • Study modeFull time
  • Durationseven to eight semesters
  • Research citations1,013

A Bachelor of Laws listed at seven to eight semesters, and the one course here that explains the route most people miss: study without the Abitur.

Its entry note says this is possible in certain cases where professional knowledge can be shown, and names certified business administrators, Fachwirte and Bilanzbuchhalter as having good prospects. Trade training plus several years of work can also support admission, sometimes with an aptitude test or an interview.

Entry requirements, as the university states them

  • “Auch ohne Abitur ist in bestimmten Fällen ein Studium möglich. In diesem Fall sind Fachkenntnisse nachzuweisen.”
  • Examples given for good chances: “geprüfte Betriebswirte, Fachwirte und Bilanzbuchhalter.”
  • “Ebenso kann eine Berufsausbildung und eine anschließende mehrjährige Berufstätigkeit für eine Zulassung zum Studium ausreichen.”
  • Some higher education institutions carry out “Eignungsprüfungen.” Some also invite applicants to a “persönlichen Gespräch.”
  • “Auch ein Sprachtest ist bei einigen Studienanbietern Pflicht.”

German law degrees: questions worth asking first

Can I become a lawyer in Germany with an LL.B.?

No. Admission to the bar, the judiciary and the prosecution service requires the Rechtswissenschaft route: the first state examination, then the Referendariat practical training stage, then the second state examination. An LL.B. is a different qualification aimed at compliance, tax, in-house legal, administrative and legal technology work rather than a shorter version of that route.

Why is the traditional degree not called a bachelor's?

Because it concludes in a state examination rather than a university degree, which is why one record in this list names both the Erste juristische Prüfung and Bachelor of Laws together. Some universities now award a bachelor's alongside the examination route, but the examination is what counts professionally.

Do I need the Abitur?

It is the standard entitlement, but not the only route. One record here states plainly that study without the Abitur is possible where professional expertise is demonstrated, naming certified business administrators, Fachwirte and Bilanzbuchhalter as having good prospects, and noting that vocational training plus several years of work can support admission, sometimes with an aptitude examination or an interview.

Are these programmes taught in English?

Assume German unless the institution states otherwise. One entry records an IELTS requirement of 6.5 or higher, which indicates English-taught content, but German law study is the close reading of German statutory text and most of these degrees are delivered in German. Applicants with international certificates are also required to show sufficient German.

Can I study German law part-time or at a distance?

Yes, for an LL.B. One entry is from Germany's distance-teaching university, recorded at six semesters full time with part-time study arranged individually and entry in either April or October. The Staatsexamen route cannot be done at a distance, because the Referendariat is practical training in courts and public authorities.
